《北京曆史文化名城保護關鍵詞》出版,含元大都等110個關鍵詞

新京報訊(記者展聖潔)記者從北京市規劃和自然資源委員會獲悉,2022年是我國設立曆史文化名城制度暨北京成為首批國家曆史文化名城40周年。北京曆史文化名城保護委員會辦公室與北京市城市規劃設計研究院共同編寫《北京曆史文化名城保護關鍵詞》,由外語教學與研究出版社組織翻譯和出版,并納入“中華思想文化術語傳播工程”。

據了解,該書是我國設立曆史文化名城制度以來、現有140座曆史文化名城中首次嘗試解讀“名城保護關鍵詞”,是北京市首次嘗試對《北京城市總體規劃(2016年—2035年)》《首都功能核心區控制性詳細規劃(街區層面)(2018年—2035年)》《北京曆史文化名城保護條例》涉及名城保護的常用詞彙予以公開解讀。同時,也是北京市首次嘗試從名城保護公衆科普角度解讀北京曆史脈絡與價值内涵,講述新時代北京名城保護實踐與成果。

《北京曆史文化名城保護關鍵詞》系統梳理了北京“曆史沿革與營城理念”“保護體系與保護對象”“保護要求與保護措施”三方面的專有名詞,從中篩選出110個“關鍵詞”。依據有關國際組織文件、我國法律法規條文,結合學術研究成果和北京名城保護實踐給予中英文釋義。在“中華思想文化術語傳播工程”的支持下,該書以漢英對照形式出版,是落實北京城市戰略定位,助力全國文化中心和國際交往中心建設的最新舉措。

相關負責人表示,北京是國家首批曆史文化名城,傳承保護好寶貴的曆史文化遺産是首都的職責。北京将堅持整體保護,努力構建全覆蓋、更完善的北京曆史文化保護傳承體系,強化“首都風範、古都風韻、時代風貌”的城市特色,擦亮中華文明“金名片”。

元大都

Dadu of the Yuan Dynasty

元朝都城。始建于元至元四年(公元1267年)。元大都城址位于今北京市區中心,北至北土城路,南至長安街,東西至二環路。元大都時期形成的城市軸線、道路格局和河湖水系延續至今。位于建國門的北京古觀象台即建在元大都東南角樓基址之上。總面積約53平方千米。

As the capital city of the Yuan Dynasty, Dadu was first built in 1267. Dadu, with a walled area of about 53 square kilometers, was located in the center of present-day central Beijing, reaching north as far as Beitucheng Road, south as far as Chang’an Avenue, and to the 2nd Ring Road to the east and west. The city axis, road pattern, and river and water systems formed during the Yuan Dynasty remain as they were to this day. The Beijing Ancient Observatory at Jianguomen gate was built on top of the foundation of the southeast corner tower of Dadu.

Quadruple-Walled City Framework

由明清北京城的宮城、皇城、内城、外城四重城垣的輪廓構成的獨特城市格局,是老城整體保護的十個重點之一。

The City of Beijing in the Ming and Qing dynasties had a unique layout in that it comprised the Palace City, the Imperial City, the Inner City, and the Outer City. This quadruple-walled city framework is one of the ten priorities for the overall conservation of the Old City of Beijing.

老城不能再拆

No More Demolition in the Old City

不能再通過大拆大建、推倒重來、拆舊建新等方式實施老城更新,要通過騰退、恢複性修建等,做到應保盡保。“老城不能再拆”是對老城整體保護提出的戰略要求。

There must be no more demolition in the Old City through large-scale renewal by pulling down old and putting up new structures, but instead there should be such measures as evacuation and restoration to preserve as much as possible. “No more demolition” is a strategic requirement for the comprehensive conservation of the Old City.

不求所有、但求所保,向社會開放

Protect Heritage Regardless of Ownership and Give Access to the Public

不以産權歸屬作為對文物等保護對象履行保護義務的前提,提倡産權人、使用人和有關方面共同做好保護工作,并在此基礎上向社會開放。

Ownership must not be a prerequisite for the conservation of historic monuments, while property owners, users and other stakeholders should be encouraged to protect such heritage. On this basis it shall be open to the public.

整體保護

Comprehensive Conservation

以系統思維對保護對象、依存環境及活态遺産和社區結構等實施全要素保護和全過程保護,實現在保護中發展、在發展中保護。在北京老城整體保護中,除保護文物、曆史建築、曆史文化街區外,還要加強對曆史格局、景觀視廊、城市風貌等的保護。

Overall conservation means adopting a systemic approach to the all-key-factors and whole-process conservation of the elements to be protected, the environment they depend on for survival, the living heritage, and the community fabrics, so as to realize development in the process of conservation and conservation in the process of development. In the comprehensive conservation of Beijing’s Old City, in addition to the conservation of historic monuments, historic buildings and conservation areas, the conservation of historic patterns, visual corridors and city features must also be strengthened.

申請式退租

Application for Termination of Tenancy

老城曆史文化街區指定片區内平房直管公房居民自願向實施主體提出退租申請、簽訂申請式退租協議,經營管理單位根據協議與承租人解除租賃合同,收回直管公房使用權,實施主體給付承租人貨币補償。自願退租的直管公房承租人領取貨币補償後,可申請區政府提供的共有産權房源和公租房房源。

Tenants of government-subsidized and public-owned one-story houses in specific sections of the historic conservation areas of the Old City of Beijing may voluntarily apply to the authorized management entity for termination of their tenancies and sign termination agreements. The management entity may agree to terminate the lease, pay the tenant compensation, and recover the right to use the relevant public housing. Besides receiving compensation, the tenant may apply for joint-ownership housing or public rental housing provided by the local government.
