CIC即将開啟,PSC會開什麼缺陷?PSC會怎麼滞留船?安排明白……

CIC搞了十幾年,消防、救生、主機、輔機……

全身被摸了好duo遍,熟透了。

2022年度的CIC的檢查主題是:STCW

集中檢查時間是:9月1日至11月30日

有的朋友問這次會查什麼?會有什麼缺陷?代碼是多少?

其實2014年,東京備忘錄搞過一次關于STCW的集中檢查會戰,那一次的主題聚焦STCW要求的勞動與休息時間,這次聚焦STCW整體。

所以,大家不要緊張,這次檢查的面比較寬,缺陷好開,滞留反而不容易開具,雖然問卷中标注的可滞留項目有7個之多,但是PSCO實際能夠發力的也就三項,所以大家不必緊張。

我們先看下這次CIC對的問卷

對應的中文版本如下:


問卷包括證書有效性、勞動休息時間、應急反應、值班表、航行計劃等10個問題,其中的7項,東京備忘錄建議采取滞留措施。

本期,我們分别分析,并嘗試列出曆史上PSCO開具的此類缺陷,大家可以收藏并對照,做好PSC迎檢工作。

第一個問題(該項可滞留船舶):Do the number of the seafarers serving on board conform with the Minimum Safe Manning requirement specified for the vessel?(船舶船員的實際配備與MSDS要求是否一緻)

缺陷依據:STCW/CI/R4

缺陷代碼:01209 Manning specified by the minimum safe manning doc

與2014年的那次CIC的第二個問題一毛一樣。

PSCO一般是按照MSDS的要求,去核查船員的配備是否齊全,船員證書的适任範圍跟船舶的航區是否一緻,這個問題很少能發現缺陷。

老編注意到有的公衆号把這個缺陷與MLC公約(配備10人以上船員的船舶應該配備廚師的條款)聯系,其實沒道理,MLC廚子的缺陷代碼是18325,這個條目的缺陷是01209,兩個缺陷不搭噶。

如果廚子的缺陷開到了這個項目裡,完全可以複議了,而且會成功

這一項僅僅是核查MSDS、适任證書等,老破小公司才會出現問題。

缺陷舉例:

  1. Minimum safe manning certificate require master (STCW REG : 11/2) - nil available on board at the times of inspection.(檢查期間,最低配員證書要求的船長證書不在船)

  2. Minimum safe manning certificate require officer in charge of navigation watch (STCW REG: 11/1) - nil available at the time of inspection.

  3. MSMD foresees for a 2/E qualified as per STCW III/2 to be on board.(ISM)

第二個問題(該項可滞留船舶):Do the master and officers hold valid certificates of competency as required by the Minimum Safe Manning Document?(高級船員持有的适任證書是否滿足MSDS的有效)

缺陷依據:STCW/CI/R2

缺陷代碼:01201 Certificates for master and officers/01203 Certificates for radio personnel

缺陷可以分兩個方面:

一個是船員持有高級船員的适任證書,但是不熟悉自己負責設備的操作,可以被記錄缺陷,尤其是ECDIS的培訓、操作和使用問題,這個需要特别重視;

ECDIS缺陷複習

一個是根本沒有持有證書。

缺陷舉例:

  1. Crew could not provide procedures for quantity of ventilation supply and exhaust fans needed to meet these charge requirement.(ISM)(船員持有适任證書,但是不熟悉通風程序的相關要求)

  2. Responsible officers not acknowledged with davit-launch liferafts launching procedures.(ISM)(責任船員不熟悉救生筏davit吊釋放操作程序。)

  3. 2nd OFF not holding original flag state endorsement.(适任證書沒有船旗國簽注)

  4. Certificate for master and officers: endorsement for 3rd officer only in copy (no original provided on board).(ISM)

  5. C/OFF & 2/OFF have no documentary proof of formalization/instruction in the use of specific ECDIS system installed on board.(ISM)(大副、二副沒有ECDIS的培訓證明)

  6. Chief officer does not have training certificate for ship`s model of ECDIS.(ISM)

  7. No original flag endorsement for certificate of competency sighted for 1st Eng., 3 month application form has expired 12/2020. (ISM)(船旗國COC簽注過期)

  8. MSI from NAVEX found automatically transmitted to ECDIS however responsible officer not familiarized how activate it for plotting on enc.(ISM)(責任船員不熟悉ECDIS的操作)

第三個問題(該項可滞留船舶):Do the master, officers and radio operators hold valid endorsements attesting the recognition of certificates or documentary proof of application?(幹部船員及無線電操作員的船旗國簽注是否有誤)

缺陷依據:STCW/CI/R10

缺陷代碼:01214 Endorsement by flag State/01215 Application for Endorsement by flag State

這個主要是檢查船旗國簽發的符合證明是否有誤。

筆誤、過期都算,需要心細又長有一雙慧眼的PSCO才能發現。

缺陷舉例:

1.Flag endorsements for 2/OFF and 2/ENG do not show the correct identification number as per original national certificate of competency.(ISM)(二副、大管船旗國簽注的ID錯誤)

2.Master, 2/O, C/E, 2/E, 3/E endorsement by flag Panama no kept on board.(船長、大副、老軌、大管、二管的船旗國簽注不在船)

3.Endorsement by Flag state: For 3rd engineer endorsement by flag state expired on 14/03/2021.(ISM)(簽注過期)

第四個問題(該項可滞留船舶):Do seafarers hold relevant certificates of proficiency (COP) or documentary evidences?(船員是否持有船舶需要的特種培訓證書,比如油化證等)

缺陷依據:STCW Code Part B-I/2 Table B-I/2和MSC.478(102)。

MSC.478(102)是最新版本簽注指南,要求比較細,實際上,一般情況下PSCO根本捯饬不明白證書怎麼發,隻有MSA考試發證中心的人員搞得比較明白。

讓PSCO去查證書的問題,的确有點勉為其難,PSCO畢竟不是萬能的,敲個洞,查個門是其專長,證書方面是外行,所以老編找了數據庫,很少發現此類缺陷。

第五個問題(該項可滞留船舶):Do seafarers on board hold valid medical certificates?(船員是否持有健康證書)

缺陷依據:STCW/CI/R9

缺陷代碼:01218 Medical certificate

缺陷舉例:

  1. Medical certificate for captain - Not signed.(船長健康證沒有簽注)

  2. Medical certificate for 2/O expired (Expiry date 02-Sep-2021).(二副健康證過期)

  3. Japanese senior officers medical certificates issued on behalf of Panama Flag show incorrect entries.(健康證填寫錯誤)

第六個問題(該項不可滞留船舶):Do the records for hours of rest indicate compliance with the requirements?

缺陷依據:STCWC/PA/VIII/1

缺陷代碼:01308 Records of rest

勞動與休息時間一直以來是PSCO開具缺陷的重災區,大家都知道在作假,PSCO依然裝模作樣的去檢查,船員依然裝模作樣的去記錄,各司其職、互相糊弄,兩不相欠。

這次CIC期間,老編預計,這個項目依然是缺陷的集中區,好在這一項屬于不可滞留船舶的缺陷,以前看到過有的PSCO以勞動休息時間滞留船舶的,自此以後要少了一項殺手锏

需要注意的是:記錄表要給簽字給船員一份,用英語和工作語言記錄(并列關系),時間記錄要跟輪機日志、航海日志、加油記錄等對應。

老編以前專門做過一期,大家參考:

缺陷舉例:

  1. Hours of work/rest period not properly recorded. Drill on 22.11.2021 indicated that 2nd officer was in rest period during drill.(ISM)(根據記錄,2021年11月22日,演習期間,二管正在休息)

  2. Records of seafarers' daily hours of work or rest being phony and forced to sign false Records of seafarers' daily hours of work or rest.(ISM)(勞動休息時間造假,船員被脅迫工作,該項為滞留缺陷。)

  3. Fuel change over was conducted from 8 PM until 01 AM, however as per record work/rest hours the officers concerned entered 3 hours of this period as resting hours..(ISM)(船員參加加油的3個小時,被記錄為休息時間,該缺陷被判定為滞留缺陷)

  4. Record of rest for Master did not reflect the watch keeping on 23 Dec 2020. And other three records of rest hours C/O, 3/O & Cook on 21 and 26 Feb 2021 for drill were not records.(船長值班時間沒有記錄(2020.12.23,),大副、三副、廚師的演習時間沒有記錄(2021.2.26,該缺陷同樣被按滞留缺陷處理))

  5. Several records of rest hours did not reflect the real situation onboard: the drill conducted on 5th Jan. 2021 and 10th Jan. 2021 was not record as working hours.(兩次演習時間沒有被記錄,說明記錄和實際休息時間不符)

上面的缺陷,有幾項是對船舶采取了滞留措施,老編一直反對勞動休息時間滞留船舶,作為一個正常的人,船長、老軌誰不願意休息呢?(當然變态除外,據說有個船長經常半夜搞演習,而且四處炫耀,把無恥當榮耀)

目前最大的問題是船舶配員不足,并不是船員不想休息

再次提醒各位PSCO,根據CIC導則,此次不允許用勞動休息時間滞留船舶。

第七個問題(該項不可滞留船舶):Do the watch schedules comply with the provisions of STCW?(值班表是否符合STCW的要求)

缺陷依據:STCWC/PA/VIII/1.5, STCWC/PA/VIII/2

缺陷代碼:01306 Schedules for watchkeeping personnel

值班表需要張貼在船員容易到達的地方,編制的語言為工作語言和英語(二者并列關系),并且全船要統一格式,并根據換班情況,及時更新到最新船員名單。

缺陷舉例:

  1. Table of shipboard working arrangements: the scheduled daily working hours for crewmembers are not reflecting the actual working hours by crew members.(ISM)(值班表中的工作安排與實際情況不同)

  2. Officers conducting bridge watchkeeping are not as specified on the approved watch schedule (deck part) WMR-OT-14.(ISM)(大副值班情況與值班表安排不一緻)

  3. Working arrangement table not posted in Engine Control Room.(機艙沒有張貼值班表)

  4. Oilers are being left solely responsible for engine room watch at night while engineers undertake UMS watchkeeping arrangements.(無人機艙,夜間隻有機工值班)

第八個問題(該項可滞留船舶):Are seafarers newly joined the vessel familiar with their specific duties that are relevant to their routine or emergency duties?(新加入船員是否熟悉日常和應急職責)

缺陷依據:STCWC/PA/CI/14

缺陷代碼:04121 Crew familiarization with Emergency Systems

缺陷舉例:

1.A) Proper steering gear drill could not be demonstrated.B) Proper functioning of the ME telegraph at the maneuvering platform could not be demonstrated.(ISM)船員不能演示應急舵操作、主機應急操作。

2.It was observed, that Bridge Team members have lack of familiarity with using of BNWAS. Master is instructed to ensure from today on proper knowledge of bridge equipment by Bridge Team members.(駕駛員對BNWAS的操作不熟悉)

3.Cook unaware how to use CO2 system in galley.(ISM)(廚師對廚房CO2釋放不熟悉)

4.2nd OFF unfamiliar with starting the lifeboat engine.(二副不熟悉救生艇啟動操作)

5.Function M.E. telegraph at local maneuvering station could not be demonstrated within 20 minutes. Engine Crew are not familiar with. To be demonstrated, Emergency stop ME included, from wheelhouse, ECR & at maneuvering station.(ISM)(船員不掌握主機緊急操作)

這項目有可能是今年的滞留突破項目

證書一類的東西比較好應對,隻要按照正規途徑簽發,基本不會出現問題,但是操作性質的就不好把握了。

畢竟千人前面,現在部分90/00的小船員,能力不夠、脾氣湊,船長在船上要哄着來,如果PSCO搞一個突襲應急測試,很有可能找到突破口

這一項目是可以滞留船舶的,而且這一項包羅萬象,能做的隻有加強訓練和培訓,可以參考下老編往期推送:

第九個問題(該項可滞留船舶):Can the seafarers on board the vessel communicate effectively with each other in the working language of the vessel?

缺陷依據:STCW/CI/R14

缺陷代碼:10136 Establishment of working language on board

這一項是工作語言的問題,參閱老編推送:

缺陷舉例:

  1. Crew unable to communicate in working language (English as described by Master).(ISM)(船員不能使用工作語言溝通)

  2. Procedure and instruction on board not in crew working language.(程序和說明沒有翻譯成工作語言)

  3. Working language, according to deck logbook, is English but only officers know English.(船上的工作語言是英語,但是隻有高級船員懂英語,這個缺陷是公司的問題,這種情況隻能把工作語言換了)

  4. Working language is not specified in the logbook.(ISM)(沒有指明工作語言)

第十個缺陷(該項不可滞留船舶):Do the voyage plans cover the whole route from berth to berth?(航行計劃是否涵蓋了整個航線信息)

缺陷依據:STCWC/PA/VIII/2

缺陷代碼:10127 Voyage or passage plan

船舶應該在離港前制定航行計劃,并且航行計劃要考慮到貨物、配員、潛在風險等信息,航線應在海圖上進行标注,并由船長批準。

缺陷舉例(以下節選的缺陷均為滞留缺陷,盡管此次CIC期間該項目不可滞留船舶):

  1. Existing numbers of MSI for south part of Russian far-east region in which ship engaged the voyage missing on board (Vladivostok coastal warnings -bombing, gunnery exercises, light buoy axial missing etc.).(ISM)(Vladivostok海域的一些安全警告信息沒有标注,該滞留缺陷反複出現過,變種是:Existing numbers of maritime safety information for Russian South Part of Far-East Region in which ship engaged the voyage not presented)

  2. No evidence of any evaluation of the required information for the voyage planning.(ISM)(航行計劃沒有進行評估)

  3. Passage plan does not confirm with ECDIS. Distances and courses on passage plan incorrect. Deviations to plan on ECDIS not reflected on passage plan.(ISM)(航行計劃于ECDIS标注不一緻,ECDIS上的航線發生變化,在航行計劃上沒有修改)

  4. Previous navigation and next one`s passage plans provided some charts are missing on board.(ISM)(本航次和下航次涉及的部分海圖不在船)

  5. Voyage plan for berth to berth not prepared and deck officer not fixed position on the chart between Ulsan port and Ulsan main port. Sailing direction (NP43) not up to dated.(ISM)(駕駛員沒有制定泊位到泊位之間的航行計劃,NP43沒有更新)

上面是此次CIC的十個問題,PSC可以發力的空間較少,老編在此提醒各位要注意四個方面的問題:

1.請各位PSCO注意,此次CIC期間,勞動休息時間,航行計劃,值班表這三類缺陷,不可以滞留船舶,雖然根據曆年的統計,休息時間和航行計劃是滞留的高發區和重災區,但是此次不可以滞留,頂多開個17,這在CIC問卷裡進行了明确标注,不能違反大原則。

2.證書檢查方面,PSCO手段有限,目前的大環境鼓勵電子核查,不處罰(參考:),PSCO不會花費太大精力在證書核查方面,除非證書過期,人照不一緻,否則不會滞留船舶;

3.此次CIC高發的滞留缺陷應該集中在:第2項持證船員有無掌握證書要求的内容,第8項新加入船員能否掌握應急職責(該項目實際上是操作性核查),第9項船員能否使用工作語言溝通。

4.如果PSCO把問卷中明确要求不可滞留的缺陷認定為滞留缺陷,船長一定要當面提出,不要不好意思,影響了船舶的風險等級。
